Commercial vehicles, especially delivery/service vans and lorries, are prime targets although they are, more often than not, legitimately delivering goods or providing services at the time of receiving a PCN. There is not enough space in our towns and cities, particularly inside the M25, for all the necessary deliveries to be made without being at risk of getting a parking ticket."
